Rental Assistance and Public Housing Hardship Application

Important information about hardship adjustments — please review before starting your application.

Overview

Does your household participate in SDHC's rental assistance or public housing programs? Are you having a hard time paying bills because you don't earn enough money? If so, you may ask for short-term relief from the amount you pay as your monthly family contribution toward your housing. This temporary change—known as a hardship adjustment—is meant to support households facing short-term difficulty making ends meet. SDHC will review your situation to determine if you qualify and how long the hardship adjustment will last.

How to Apply

To ask for a hardship adjustment, please select "Begin Application". Then, tell us details about why you are having a hard time paying your bills and what caused it.

Please also select the main reason from the dropdown list provided.

Examples of Hardship Situations

Situations that may qualify for temporary relief include:

  • Loss of income or reduced work hours
  • Unexpected medical expenses
  • Death in the family
  • Job loss
  • Need to move
  • Other money challenges outside your control
Required Documents

SDHC may ask for documents to verify your situation. Examples include:

  • Verifications of job loss/reason for job loss
  • EDD determination letters (if not already provided)
  • Notices of job loss or reduced work hours
  • Other supporting documents

If you are asked to, please submit complete and correct information. That will help prevent delays in processing the hardship adjustment you asked for.

What to Expect After you ask for a Hardship

After SDHC reviews your request:

  • If SDHC approves, SDHC will send you a written notice with your updated family contribution amount and the dates when the temporary adjustment will apply.
  • If SDHC does not approve your request, you will receive a written notice that explains SDHC's decision. It will also confirm that you are still responsible to pay your current family contribution amount.

Please note that some households will not qualify. SDHC reviews each household's situation individually. The review is based on program requirements and the information provided to SDHC.
